Sanctions November 2001 Sanctions against Iraq caused immense suffering to thousands of Iraqis without harming Saddam or his allies. Indeed, they opened new opportunities for the regime to exploit people's desparation. The sanctions were not imposed to weaken Saddam, but to weaken the Iraqi people in preparation for future occupation.
